In Russia the whole array of traumatic (non-lethal) guns is allowed for civilian usage. Of course, in certain circumstances (like shooting in head from close range) traumatic guns can kill.
And like with any weapon, traumatic guns are often misused.

I was wondering what the trauma guns were that you mentioned in the wedding case. Thats all pretty interesting. “Blanks” in a gun can kill as well. Guns are dangerous period.
Definitely, if the wedding guests would be shooting from real firearms – they would already sit in jail.
But even in case of traumatic guns – it’s hard to understand how they were released the very same day for a symbolic fine.
It is like the wild west over there. I am glad I live in the states
