Russia’s Supreme Court has formally endorsed an idea of Yevgeny Tarlo, a member of the Federation Council of Tambov Oblast , who suggested to send pedophiles to an isolated reservation after their release from prison. Now the bill will be brought by the senator to the State Duma.
Tarlo had prepared the document over the summer, but decided to check with the Supreme Court to make sure that the whole idea will not violate the rights of citizens, leading to litigation.
“The concept of a bill aimed at strengthening the protection of sexual privacy of minors is generally supported,” – is the official response of the Supreme Court.
Tarlo’s idea is to separate pedophiles from society for life. According to the bill, after being released from prison rapists will have to live in special colonies-settlements – a total of 10 such reservations to be built across Russia.
- This is not exile, they will be able to be with their families, friends, – emphasizes Tarlo. – But they will be under supervision, will have to constantly register themselves and will not be able to commit the repeat offenses and get lost in a big city. It is the offender and not the victim who must bear the consequences. It often happens that victims are children from disadvantaged families. They can’t afford to move to another location. Every subsequent meeting with the molester living down the street – would traumatize the child.
Russian colony settlement
The reservations will be within the jurisdiction of the Ministry of Internal Affairs and the Federal Penitentiary Service. Actually, there are already dozens of different regional settlement colonies in which people who have committed less serious crime live and work.
- We must carefully track all cases, using the mental health experts. Since coaches and teachers are often accidentally accused of such crimes, – he said.
The forensic psychiatrist Mikhail Vinogradov supports the creation of separate reservations for such criminals.
- You know, a thief or a murderer can be corrected in prison. But the man who committed a sexual crime – that’s a one hundred percent relapse, – he said.
The senator Igor Chernyshev strongly disagrees with this bill saying that such decisions should be made by medical experts and not politicians.
- We are, as always, in a hurry. We need to instruct the Ministry of Health to investigate this topic. Maybe people after sterilization will take a weapon and start killing, because they can not get satisfaction any other way. Or maybe not. Besides, reservations must be guarded. We already have half of the country in prison, and another half guarding them, – said Chernyshev.
The head of the Moscow Collegiate of Lawyers Andrei Knyazev says that the removal of pedophiles from society will destroy the social unity of the country.
- There may be crimes in small towns, nothing will stop them. We already have quite stringent punishment for pedophiles, – Knyazev said.
The blogger Anna Levchenko, who is engaged in the fight against pedophilia, said that it would be better for Russia to adopt the practices of other countries.
- In the U.S. pedophiles have electronic bracelet on the leg. Police constantly see where they are. If they approach a children’s institution closer than 500 meters, the suspended sentence can be revoked and they would return to prison or pay the fine, – she explains.
According to the Investigative Committee, 401 cases of child rape (under the age of 14) were registered in January-October 2012, not to mention an additional 1315 accusations; three of the children were killed as a result of violent sexual acts.

I prefer this solution to the one in the USA, but I feel that repeated child sex offenders simply need to be castrated (as suggested in comments). This saves a lot of time and energy. I would prefer to remove them from the gene pool in a more severe way, but that view isn’t highly respected around the world.
But, again, this is better than what we do in the states … just releasing them back into the public with a better skill set.
I live in the US and haven’t heard of that solution, so it must be only in certain areas. In the end, there’s no real solution for pedophilia, but anything that helps protect children from them is a step in the right direction.
My comment was more sarcastic than serious. I have a problem with the prison system in the states, where a good number of people become better trained in their craft then are released back into the public. Hence the high percentage of repeat offenders.
When I hear the stories about babies falling victims to pedophiles, my blood is boiling…
The harsher punishment, the better. Anyway, I wish that putting pedophiles into such settlement can be a real good step to prevent repeated crimes.
Maybe the school bus service (parents put children in the bus and return them back only to parents/nanny who come to pick up) also would be a good way to keep children safe. I just don’t know in how many countries the service is regulated.
