Well, I succeeded to get some information about the guy (without interview).
His name is Erik Davidovich and he is a well-known persona.
First of all he is a rich businessman (in the field of auditing and financial analysis).
But more important is the fact (making the whole incident with cops somewhat hypocritical) is that Erik is the street-racer! I am not expert in this field, but seems to me that in the last second of video one can see some device used to increase the car’s speed.
The car itself is BMW X5 of golden color.
I think that upon seeing the car and hearing the arrogant voice of its owner, the cops decided not to take risks and simply obeyed him.

I am fascinated that cops did obey order because the man was right, and police should act as example. In this case cops win beacuse they did right thing – put down the cell and put a seat belt and we must forgive them, rihgt?

The first thing that came to my mind, was that the author had to be some kind of higher in grade officer, or renowned figure of power.
This also pretty much answers your question, here in Italy I could expect anything from a beating to abusive fining and general harassment, largely depending on situation and witnesses.

This was very interesting. I am not from Russia, but based on what Ive seen I think the cops deserve some applause. I know that in my country, specifically middle America, the police officers involved would have probably mouthed off a bit. Furthermore they would absolutely remember you, I think a little harassment could/would follow. Hopefully not the case for Erik.
