The citizen who made this video, sent the footage to the St. Petersburg department of the Ministry of Internal Affairs (which in Russia is in charge of police) for further investigation.

Hereby let me inform you that the report from 14.05.2012, No. B-58, sent to Saint Petersburg department of MVD has been investigated. The circumstances you outlined couldn’t be objectively confirmed.

After studying the video record, it was found that the used video registrator had the effect of “30-th frame”, which compromised the transmission of colors. Unsatisfactory output of the registrator’s processor created the problems with correct display of red, green and other colors. Due to this reason, the given video record cannot objectively reflect the events described in your report.

There haven’t been any violations of discipline or law disobedience in the actions of traffic police.

This decision can be appealed by you in accordance with the appropriate legal procedures.
