You gotta love the creativity with which the residents of Yekaterinburg remind local officials about their duties.
Just two months ago all Russia laughed at the graffiti of Yekaterinburg’s politicians painted around the road potholes, and now a new funny initiative comes from the same city.
This time the local bureaucrats have been trolled not with street-art, but with… hypnosis!
Repeat after me: “I think about the people. Taking bribes is bad…”

We are in the center of Yekaterinburg, in front of the “White House” (building where the regional government resides).
It’s an ordinary September morning. Officials jump out of their expensive cars and run few meters to the main entrance, hurrying to hide in their warm offices.
And then [just after getting comfortable in their seats] they suddenly hear this terrible voice, painfully drilling their heads, already overloaded with the thoughts about people’s good:
“I am concerned with the condition of roads. I am concerned with the condition of roads. Handing the repair contracts to fraudsters is crime!“
What is it? The voice of conscience? Where from? From above?
The voice continues:
“I think about the people. Taking bribes is bad. Repeat it ten times“.
And it seems that officials start moving their lips, repeating the alien mantra: “Taking bribes is bad…”
Stop! Owner of the “White House” hits the table.
Denis Pasler – chairman of the regional government – becomes the first to shake off the influence of hypnosis and looks out of the window to locate the source of the sound. As turns out, it is quite earthly.
The reason of Yekaterinburg officials’ headache are several young activists. They brought to the building of municipality the generator with huge speakers and switched on the hypnotizing record.
- As a basis for our action we used the experience from the WWII, – explains Vasily Rybakov, the organizer of event. – During the war with the Germans, our soldiers also were installing the sound-amplifying equipment and transmitted the slogans: “Germans, surrender! You are doomed.”
Rybakov, ex-deputy himself, knows the sensitive points for hypnosis. However, instead of making the officials to work, their actions forced many officials out of their offices.
- They used a very powerful sound-amplifying equipment, – recalls Elena Voronova, a spokesman for the government’s chairman. – It worked non-stop for few hours and employees whose offices overlook the area, could not work! Many went to the hospital [with headache].
Reaction from the law enforcement officers followed few days later. The hypnotists were invited to police for a small-talk. Possibly, they will be fined for the disturbance of public order.
Vasily Rybakov, however, is quite happy with the result:
- In police they showed me five pages full of signatures from disturbed officials. Well… it means we have been heard!

It might seem strange that the activists were allowed to continue their hypnotic sessions for a number of days.
But, as follows from another source [ru], the city officials can blame only themselves:
- We applied the form for this event, – Rybakov shows the official paper. – They possibly didn’t read it very attentively and signed it. Meanwhile, in the application it is clearly written that we will sit near the entrance of the City Hall, and can use the amplifiers with the power of 350 watts.
The paper also indicates the purpose of this action – “Informing the administration about what’s happening in the city and providing useful information for better functioning.”
